- actual costs, although the construction alone could cost up to $2 billion
- any discussion of neighbor’s concerns on safety, policing and environmental issues
- any certainty about how the project construction will be financed
- any certainty as to how ongoing maintenance and policing will be financed
- representation from the actual property owners who are most impacted by this plan
